UGC M. Phil / Ph. D award regulations 2009 and exemption from NET

The UGC regulation 2009 (minimum standards and procedures for award of M. Phil / Ph. D) has been published in the Gazette of India dated 11 July 2009.

The Universities will now have to follow these regulations and guidelines for award of M.Phil and Ph.D. This regulation comes into force from the date of publication in Gazette of India.

Most importantly, this regulation clearly states that M. Phil and Ph. D shall be counted for exemption from NET for UG and PG classes respectively, if the minimum standards are met. However, M.Phil and Ph.D cannot be done through Distance Education mode.

UGC Standing Committee for identifying univeristies who follow UGC guidelines for award of Ph. D's

The Joint Secretary, UGC has issued a letter to All Vice Chancellors of Indian Universities regarding formation of a standing committee who will determine and identify Universities which have followed UGC guidelines for award of Ph.D's.

The Universities are required to send a detailed proposal indicating the procedure being followed by them along with a copy of their Ph.D. Ordinance/rules. The same shall be placed before the above said Committee for its consideration and recommendation.

UGC has issued letters to All State governments, Private Universities and even the Deemed Universities in India for closure of their centers / off campus. These letters also clearly explains the territorial jurisdiction of Private State Universities (formed through state legislation)

RTU, Kota sixth pay commission implementation

Director (Academics), Rajasthan Technical University, Kota has issued a letter dated 08 July 2009 to all Principals / Directors of affiliated Institutions to revise pay scales of Faculty Members and other Administrative Staff as per the notification of UGC and Ministry of HRD, Govt. of India. The implementation of revised pay scales is to be done as early as possible with an intimation to the University. This letter can be downloaded by clicking here.

Yashpal Committee Report on Higher Education

UGC, AICTE, MCI, NCTE, BCI, PCI, etc. to be divested of their academic functions

The Yashpal Committee has submitted its report to the Ministry of HRD and the HRD Minister Mr. Kapil Sibbal has stated it to be implemented as part of the 100 days agenda of the Government.

The main recommendations of the committee on the Higher education system in India are:

  1. Universities to be self-regulatory bodies to be assisted by hassle-free and transparent regulatory processes;
  2. Universities to be made responsible regarding the academic content of professional courses. Professional bodies like the AICTE, NCTE, MCI, BCI, COA, INC, PCI to be divested of their academic functions, which would be restored to the universities;
  3. Creation of an all-encompassing Commission for Higher Education, a central statutory body to replace the existing regulatory bodies including the UGC, AICTE, NCTE etc. (download)
  4. Curricular reform to be the topmost priority of the newly created HEC which would create a curricular framework based on the principles of mobility within a full range of curricular areas and integration of skills with academic depth.
  5. Undergraduate programmes to be restructured to enable students to have opportunities to access all curricular areas with fair degree of mobility;
  6. All universities to have the full range of knowledge areas. No single discipline or specialized university to be created;
  7. Institutions of excellence like the IITs and IIMs to be converted into full-fledged universities, while keeping intact their unique features, which shall act as pace-setting and model governance systems for all universities;
  8. Universities to establish live relationship with the real world outside and develop capacities to respond to the challenges faced by rural and urban economies and culture;
  9. All levels of teacher education to be brought under the purview of higher education;
  10. New governing structures to be evolved to enable the universities to preserve their autonomy in a transparent and accountable manner;
  11. Practice of according status of deemed university be stopped forthwith. It would be mandatory for all existing deemed universities to submit to the new accreditation norms to be framed on the lines proposed in this report within a period of three years failing which the status of university should be withdrawn. However, unique educational initiatives which have over a period of time enriched higher education by their innovations to be given recognition and supported properly;
  12. Creation of a single accreditation window for all institutes of higher education;
  13. Quantum of Central financial support to State-funded universities be enhanced substantially keeping in view the needs of their growth; and
  14. Expansion of the higher education system to be evaluated and assessed continuously to respond to the needs of different regions in India in order to ensure not only equity and access but also quality and opportunity of growth along the academic vertical.

RTU, Kota: MBA IV Sem Project Viva - Voce, MBA II Sem Seminar and Viva - Voce

Rajasthan Technical University, Kota has declared the dates for conduct of MBA IV Sem Viva - Voce for Project Study (paper M 404). The viva - voce shall be conducted by an External in all affiliated colleges between 25 June 2009 to 05 July 2009.

The Seminar on contemprory issues (M 207) and Comprehensive Viva - Voce (M 208) of MBA II Sem shall be arranged between 17 July 2009 to 23 July 2009. The marking scheme (grades) shall be the same as applicable for last year students.

UGC notice on Private Universities Off Campus


The State Private Universities in India (set up by state legislatures) have opened up Off Campuses all over. Even you might have come one or more of them.

These Universities cannot open off campuses beyond their state territorial jurisdiction, nor can they establish it before 5 years of commencing their operations, that too with prior permission of UGC.

CBP and I-94 Forms for Traveling to US

One is the US Custom and Border protection Form and the other is the I-94 Arrival / Departure Record form.

Income Tax Deductions as applicable in India

The time has come. Filing Income Tax Returns is the priority now.


A lot of us do not know what all is exempted from calculating the taxable income of an Individual. Well, here is the answer. The following points (for deductions) are to be kept in mind to avail the benefit of IT deductions:

Deductions under Section 80

Section 80C of the Income Tax Act allows certain investments and expenditure to be tax-exempt. The total limit under this section is Rs. 1,00,000 (Rs. 1.0 lakh) which can be any combination of the below:

  1. Contribution to Provident Fund or Public Provident Fund
  2. Payment of life insurance premium
  3. Investment in pension Plans
  4. Investment in Equity Linked Savings schemes (ELSS) of mutual funds
  5. Investment in specified government infrastructure bonds
  6. Investment in National Savings Certificates (interest of past NSCs is reinvested every year and can be added to the Section 80 limit)
  7. Payments towards principal repayment of housing loans. Also any registration fee or stamp duty paid.
  8. Payments towards tuition fees for children to any school or college or university or similar institution. (Only for 2 children)

The investment can be from any source and not necessarily from income chargeable to tax.

Deductions under Section 80D: Medical Insurance Premiums

Medical insurance, popularly known as Mediclaim Policies, provide deduction up to Rs 15,000 . For senior citizens, the deduction up to Rs. 20,000 is allowable. This deduction is available for premium paid on medical insurance for oneself, spouse, parents and children.

Deductions for Interest on Housing Loans

For self occupied properties, interest paid on a housing loan up to Rs 1,50,000 per year is exempted from tax. However, this is only applicable for a residence constructed within three financial years after the loan is taken and also the loan if taken after April 1, 1999.

For let out properties, the entire interest paid is deductible under section 24 of the Income Tax act. If the house is not occupied due to employment, the house will be considered self occupied.

UGC Draft Regulation Notification for revision of pay scales

The University Grants Commission had appointed an Expert Committee which has submitted the Draft Regulations for UGC notification on revision of pay scales, minimum qualifications for appointment of teachers in universities and colleges & other measures for the maintenance of standards, 2009.

Deselect the option 'Provide Suggestions on Navigation Errors' or 'Provide suggestions for incorrect or unavailable URLs', as the case may be.

That will cure this fake error messages.
